It is seeking an onsite full-time Construction Manager serving as Owner’s Representative supporting the Electronic Health Record Modernization (EHRM) infrastructure upgrades project at the VA Northern California HCS in Martinez, CA. Review and evaluate schedules, submittals, RFIs, proposed changes and contractor documentation while preparing clear written reports, deficiency logs, and field observations. Proactively notify the Government of any violations and/or potential impact related to applicable codes and standards. Monitor progress and produce work deliverables using a variety of software applications.
Collaborate with colleagues, clients, and stakeholders in a team-oriented environment leveraging excellent written and verbal communication skills. Exercise effective interpersonal skills in a professional work setting. Navigate active construction sites including uneven surfaces and exposure to moving mechanical parts, outdoor weather, and electrical hazards.

Requirements
- Working knowledge of construction practices, materials, and typical commercial/institutional building operations
- Working knowledge of applicable codes and standards as they relate to contract compliance
- Proficiency in using a variety of software applications to monitor progress, update records, and produce work deliverables
- Excellent written and verbal communication skills with ability to convey information clearly and professionally
- Effective interpersonal skills to collaborate with colleagues, clients, and stakeholders
- Quality Control or Quality Assurance experience identifying deficiencies in contractors’ work and tracking issues through resolution
- Experience reviewing baseline schedules and construction progress schedules, identifying delays, and providing recommendations to the Owner
- Prior experience in healthcare, federal, or complex institutional construction preferred
Responsibilities
- Serve as Owner’s Representative supporting EHRM infrastructure upgrades project
- Review and evaluate schedules, submittals, RFIs, proposed changes and contractor documentation
- Prepare clear written reports, deficiency logs, and field observations
- Proactively notify the Government of any violations and/or potential impact
- Monitor progress, update records, and produce work deliverables using software
- Identify deficiencies in contractors’ work relative to contract documents and track issues through resolution
- Review baseline schedules and construction progress schedules, identifying delays and providing recommendations
- Produce daily reports, inspection reports, and written analyses related to RFIs, submittals, schedule updates, and quality assurance surveillance
