About this role
Parsons is seeking a seasoned Construction Manager specializing in Wet Utilities to lead the execution of critical water infrastructure for the Trojena project. Oversee the construction of high-pressure potable water networks, wastewater collection systems, and complex stormwater drainage solutions in the high-altitude Sarawat Mountains environment. Transform complex engineering designs into reality while managing large-scale excavation in rock terrain.
Direct all on-site construction activities for wet utility packages, including large-diameter pipeline installation, pumping stations, and modular treatment plants. Manage and mentor multiple subcontractors to ensure adherence to project schedule, budget, and quality benchmarks. Solve complex site-specific challenges related to steep-slope pipe laying, hydrostatic testing at altitude, and deep trenching in varied geological conditions.
Coordinate closely with Tunneling, Roadworks, and Vertical Construction teams to manage interfaces and prevent utility clashes in the dense Trojena master plan. Enforce NEOM’s world-class safety standards for high-risk activities like confined space entry and heavy lifting. Monitor progress against the Integrated Master Schedule and manage cost-effective delivery.
Lead the testing, disinfection, and final handover of utility assets to the end-user or regional authority. Requirements
- Minimum of 15 years in construction management, with at least 10 years focused on major wet utility infrastructure
- Deep knowledge of Wet Utilities including Potable Water, Firewater, Irrigation, and Wastewater systems
- Experience with gravity-fed networks in mountainous terrain
- Proven experience delivering large-scale infrastructure in the Middle East; prior NEOM or Saudi Giga-projects preferred
- Proficiency in reading complex hydraulic profiles, shop drawings, and utilizing BIM/Aconex for site management
- Strong track record of managing multi-national workforces and multi-disciplinary teams in remote site locations
- Drive for operational excellence with high-quality finishing and right-first-time installation
- Adaptability to pivot strategy based on site conditions or evolving project requirements
